Research Business Trip to Georgia

From 22 to 27 June 2026, the research group comprising B.A. Taitorina, G.U. Balgimbekova, and L.T. Zhanuzakova was on an official business trip to Tbilisi, Georgia, with the aim of participating in the 2026 United Nations Public Service Forum, as well as holding working meetings and establishing professional cooperation with representatives of the Ministry of Justice of Georgia and the expert community in the fields of public administration, civil service, public sector digitalization, and improving the quality of public services.

The basis for the business trip was the official invitation from the United Nations to participate in the 2026 UN Public Service Forum, which was held in Tbilisi from 23 to 25 June 2026. The event was organized by the United Nations Department of Economic and Social Affairs, through the Division for Public Institutions and Digital Government, jointly with the Ministry of Justice of Georgia.

The main objective of the business trip was to participate in a high-level international forum dedicated to modern approaches to the transformation of public institutions, the development of an innovative and accountable civil service, increasing citizens’ trust in public authorities, ensuring inclusiveness, digitalizing public services, and expanding citizens’ participation in public decision-making processes.

The central idea of the Forum was that modern public institutions are facing increasingly complex governance challenges, including rapid technological development, growing citizens’ expectations, social inequality, and the need to ensure the quality, accessibility, and fairness of public services. Under these conditions, the civil service should develop not only as an administrative mechanism but also as a system focused on trust, citizen participation, innovation, transparency, professionalism, and resilience.

Within the framework of the Forum, the delegation participated in plenary sessions, thematic sessions, expert discussions, experience-sharing events, as well as professional networking with participants from other countries.

The plenary session dedicated to universal public services addressed issues of the accessibility, quality, non-discriminatory nature, and acceptability of public services for different categories of the population. It was emphasized that access to public services cannot be regarded solely as a technical or administrative task. It is an important element in the realization of human rights and a responsibility of the state to ensure equal opportunities.

An important part of the business trip was the establishment and development of professional contacts with representatives of the Ministry of Justice of Georgia, which co-organized the Forum together with the United Nations Department of Economic and Social Affairs.

As part of the business trip to Tbilisi, a presentation of the collective monograph “Создание методологических основ развития организационной культуры на государственной службе с учетом трансформации парадигм управления”, prepared within the framework of the research programme, was also held.

The presentation of the monograph was conducted in the context of participation in the 2026 UN Public Service Forum and the development of professional cooperation with representatives of the Ministry of Justice of Georgia, as well as the expert and academic communities. During the presentation, the main scientific results of the project were presented, including methodological approaches to the study of organizational culture in the civil service, current trends in the transformation of public administration, issues of professional ethics, integrity, client orientation, accountability, and the digitalization of the civil service.
