ABOUT THE SCIENTIFIC PROJECT:

Project name:  Legal Regulation of the Operation and Safety Assurance of Hydraulic Structures under Conditions of Sustainable Development  scanning, automated phenotyping and intensive selection

The purpose of the project: The purpose of the project is to determine the legal nature of hydrotechnical structures within the framework of sustainable development in the Republic of Kazakhstan in modern conditions, to propose ways to improve the state legal mechanism and legislation for the construction, operation and implementation of hydraulic structures, development and justification of conceptual frameworks, conclusions and practical recommendations for the prevention of danger to human life and health and the environment by ensuring the safety of hydraulic structures.

Objectives:

The indicated goal determined the following main tasks of the study:

1. Determining the place and legal nature of the rules for ensuring the use and safety of hydraulic structures in the conditions of sustainable development of the Republic of Kazakhstan, justifying the legal status of its objects and subjects.
2. To make a legal analysis of the historical formation and development of norms regulating the construction, operation and implementation of hydraulic structures, to propose the principles of legal protection of hydraulic structures within the framework of environmental safety in modern conditions, to develop a new classification of hydraulic structures;
3. Review of scientific literature related to the legal regime of hydrotechnical constructions;
4. Conducting research on the state legal mechanism of construction, operation and implementation of hydrotechnical structures in the Republic of Kazakhstan;
5. Determination of the legal status of owners of hydraulic structures in the Republic of Kazakhstan;
6. Provision of organizational and legal mechanisms for monitoring hydraulic structures in the Republic of Kazakhstan in the context of digitalization;
7. Provision of legal means of using artificial intelligence in the operation of hydraulic structures;
8. submission of a draft legislative act «On hydraulic structures»;
9. Provision of legal instruments to improve international cooperation in the design, construction, operation and commissioning of hydraulic structures.

The idea of the project: The research project is aimed at conducting comprehensive scientific research on the issues of legal regulation of the operation of hydraulic structures in the context of sustainable development of the Republic of Kazakhstan, analyzing national and foreign regulatory legal acts in the legal regulation of the operation of hydraulic structures, identifying and preventing scientific gaps in this area, developing proposals and conclusions on improving national legislation and practice governing the safety of hydraulic structures.

Expected results: The research project is aimed at conducting comprehensive scientific research on the issues of legal regulation of the operation of hydraulic structures in the context of sustainable development of the Republic of Kazakhstan, analyzing national and foreign regulatory legal acts in the legal regulation of the operation of hydraulic structures, identifying and preventing scientific gaps in this area, developing proposals and conclusions on improving national legislation and practice governing the safety of hydraulic structures.
