The University Career and Employment Center conducts the process of employment of young professionals who have completed their studies on the basis of a state educational grant. On a permanent basis, a special independent commission for employment is created at the university. Sends young professionals to jobs based on letters of recommendation from graduates or upon request in the region.

This procedure is specified in the requirements of Decree of the Government of the Republic of Kazakhstan No. 390 dated March 30, 2012 on sending a specialist to work, granting the right to self-employment, releasing citizens who have received education on the basis of an order from a state education from the obligation to pay for their work or terminate their duty.

According to paragraph 17 of Article 47 of the Law on Education of the Republic of Kazakhstan:

Citizens of the Republic of Kazakhstan studying in pedagogical and medical specialties on the basis of the state educational order are required to perform work on time and in the manner determined by the Government of the Republic of Kazakhstan.

Citizens of the Republic of Kazakhstan who have received education in other specialties on the basis of the state educational order must work for at least three years in the manner determined by the Government of the Republic of Kazakhstan.

Citizens of the Republic of Kazakhstan who entered doctoral studies under the Doctor of Philosophy (PhD) program on the basis of the state educational order are required to work on time and in the manner determined by the Government of the Republic of Kazakhstan. .

According to the current legislation, the Career and Employment Center collects information about graduates who must work out the mandatory three-year compensation for work. In the future, all data will be sent to Financial Center JSC for verification. The movement of graduates who studied on the basis of a state educational grant, as well as their employment, is under the direct control of this organization.

JSC “Financial Center” as an operator of the authorized body exercises control over the implementation of mandatory wages. In addition, the correctness and consistency of the data provided by graduates will be checked in accordance with the law.

In the event that a citizen obliged to pay compensation refuses to take responsibility, Financial Center JSC acts independently as an authorized body. In the event that the identified shortcomings or legal violations are not eliminated, the process of returning the spent budgetary funds to the state is carried out, including the recovery of funds in court.

In accordance with the conditions specified in the law, an independent distribution commission exempts citizens belonging to the following categories from mandatory remuneration:

1. Disabled people of I and II groups
2. Continuing education in a master’s, residency, doctoral studies or a foreign university
3. Pregnant women caring for children under 3 years of age
4. Citizens drafted into the armed forces

If the graduate continues his studies in the magistracy, he is exempted from the mandatory remuneration. To do this, the graduate must timely provide documents confirming his enrollment for training to responsible persons. It should be noted that if a graduate continues his studies on the basis of a state grant, after graduating from the master’s program he is obliged to work in his specialty.

According to paragraph 17 of article 47 of the Law on Education, if a graduate has completed his studies on a rural quota, he must work in a state institution located in a rural area.

If a graduate has received a higher education under a rural quota, he must work in a rural area. And for graduates who studied on a national educational grant, there are no obstacles to work in institutions throughout the country.

If a graduate continues his studies, is drafted into the army or gets a job in his specialty, he must submit a copy of the certificate and an order with a seal to the Career and Employment Center of the university from September 1 of the current year.
