Education

  • Accomplished both bachelor’s and master’s degrees in “Law” (1992-1998) at Kazakh State University named after Al-Farabi

    In 2012, on May 25, by the decision of the Committee for Control in the field of Education and Science of the Ministry of Education and Science of the Republic of Kazakhstan,  he was awarded the degree of Doctor of Law.

    In 2022, on February 23, by the decision of the Committee for Control in the field of Education and Science of the Ministry of Education and Science of the Republic of Kazakhstan, he was awarded the academic title of professor in the specialty “Jurisprudence”.

Work experience

  1. The total scientific and pedagogical experience is 26 years.

     

    Assistant, Senior Lecturer, Associate Professor of the Department of Civil and Business Law, at Al-Farabi Kazakh National University (1998-2005);

    Senior Lecturer, Associate Professor, Acting Professor of the Department of State and Legal Disciplines at Eurasian Humanities Institute (2005-2012);

    Professor at Kazakh National Pedagogical University named after Abai (2012-2018);

    Head of the Department of Jurisprudence, Kazakh National Pedagogical University named after Abai (2018-2021);

    Member of the Board – Vice-Rector for Research at Abai Kazakh National Pedagogical University (from 2021-2024);

    Chairman of the Board – Rector of Zhetysu University named after I. Zhansugurov

Scientific activity

He has published more than 320 scientific papers. He is the author of 14 monographs, 6 monographs have been published in foreign publishing houses, including 3 monographs in English, 6 monographs are indexed in the database of the Russian Science Citation Index (RSCI).

The author of one textbook and three textbooks.

 

57 of his articles have been published in foreign scientific journals indexed in scientometric databases Scopus and 15 articles in the Web of Science,

The Hirsch index based on Scopus is 17, the Hirsch index based on WoS is 5

Twice, in 2018 and 2019, he was recognized by international companies Elsevier-Scopus and the Ministry of Education and Science of the Republic of Kazakhstan as the best researcher in the field of social sciences in the nomination “Best Researcher in Social Sciences”.

For four years in a row, he has been included in the TOP 50 scientists and teachers of universities of the Republic of Kazakhstan according to the results of the National Rating – 2020, 2021, 2022, 2023.

In 2020, by the order of the Minister of Education and Science of the Republic of Kazakhstan, he became a laureate of the state scientific scholarship for his outstanding contribution to the development of science and technology.

He received 17 Certificates of state registration of rights to copyright objects issued by the Ministry of Justice of the Republic of Kazakhstan.

He was the scientific director of six scientific grant projects.

He was the author of a number of expert opinions on the scientific and legal assessment of draft normative legal acts on the ratification of international treaties, agreements establishing international standards in the field of legal assistance in civil cases. He participated in the working groups on the development of draft normative legal acts of the Ministry of Justice, the Ministry of Labor and Social Protection, the Prosecutor General’s Office and the Republican Notary Chamber.

Member of the Qualification Commission of the Supreme Judicial Council of the Republic of Kazakhstan.

Achievements

  1. In 2016, he became the only representative from Kazakhstan and Central Asia, an individual member of the International Union of Notaries (UINL, headquarters Buenos Aires, Argentina).
  2. In 2018, he was awarded the medal of the Ministry of Education and Science of the Republic of Kazakhstan “For contribution to the development of Science of the Republic of Kazakhstan”
  3. In 2018, he was awarded a medal “90 years of the University.Abaya” by KazNPU named after Abai
  4. In 2018, he was awarded the title and grant “The best University teacher” the Ministry of Education and Science of the Republic of Kazakhstan
  5. In 2020, he was awarded the medal of Al-Farabi Kazakh National University “Yeren enbegi ushin”
  6. In 2023 was awarded the medal of the Supreme Judicial Council of the Republic of Kazakhstan “30 years of the judicial system”
  7. In 2023, he was awarded “95 years of the University named after Abai” by KazNPU named after Abai
  8. In 2024, he was awarded “Ayryksha enbegi ushin” by KazNPU named after Abai
  9. In 2020, by Order of the Minister of Education and Science of the Republic of Kazakhstan, for his outstanding contribution to the development of science and technology, he became a laureate of the state scientific scholarship.
