Fostering an Anti-Corruption Culture

An international scientific and practical conference titled “Enhancing the Organizational Culture of Civil Servants as a Foundation for Kazakhstan’s Anti-Corruption Strategy: Challenges, Issues, and Prospects” was held at Zhetysu University named after Ilyas Zhansugurov with the support of the Ministry of Science and Higher Education of the Republic of Kazakhstan.

The conference brought together scholars from Poland, Turkey, Uzbekistan, as well as Kazakhstani researchers, representatives of the Anti-Corruption Agency of the Republic of Kazakhstan in the Zhetysu region, and heads of other law enforcement agencies.

The international conference was officially opened by Chairman of the Board — Rector, Doctor of Law, and Professor Yermek Buribayev, who read a welcome letter from the Minister of Science and Higher Education, Sayasat Nurbek, addressed to the participants. In his message, the Minister emphasized:
“Combating corruption is not only a matter of legal measures but a comprehensive task that requires the development of an appropriate culture and the advancement of scientific research. Through quality education, we can nurture future specialists in a spirit of integrity and responsibility, while developing scientifically grounded methodologies, thereby increasing the effectiveness of anti-corruption efforts.”
He concluded by wishing the participants a productive and successful conference.

At the plenary session, key presentations were delivered by Sayan Akhmetzhanov, Major General and Head of the Anti-Corruption Agency of the Republic of Kazakhstan in the Zhetysu region; Sarkytbay Kusainov, Major General and Head of the Regional Department of Police; as well as other regional law enforcement leaders. They discussed pressing issues related to combating corruption and reinforcing the rule of law.

Among the international guests, Professor Firat Yaldiz presented a report on “Turkey’s Anti-Corruption Strategy and Legal Measures: National and International Aspects,” while Uzbek scholar Nozimakhon Gafurova spoke on “Somatic Human Rights in the Context of the Right to Health.”
Informative presentations were also delivered by Professor Edward Juveniewicz of the University of Gdańsk, Professor Stefan Dyrka of the Upper Silesian University of Economics named after F. Korfanty, and Professor Emrehan Inal of Istanbul University.

Kazakhstani researchers contributed scientifically grounded reports on the societal impact of corruption, legal regulation of the gambling industry, and the fight against gambling addiction. Among them were Associate Professors Zh. Sailibayeva and G. Osmanova of Abai Kazakh National Pedagogical University, D. Ashimbayev — Compliance Officer of Kunaev University and Master of Law, PhD Dr. T. Duisebayev, and Associate Professor A. Rysaldiyeva of Kazakhstan-American University.

The conference served as a platform for insightful dialogue and knowledge exchange, reinforcing the critical importance of ethical standards and academic research in advancing Kazakhstan’s anti-corruption strategy.
