










Zhetysu University named after I. Zhansugurov, in collaboration with the Constitutional Court of the Republic of Kazakhstan, held a roundtable dedicated to the 30th anniversary of the Constitution of the Republic of Kazakhstan. The event was titled “The Constitution of the Republic of Kazakhstan: 30 Years of Legal Evolution and Institutional Transformations”.
Representatives of the Akimat of Zhetysu Region, the Regional Court, the Prosecutor’s Office, law enforcement and government agencies, the legal community, the AMANAT Party, the Atameken Chamber of Entrepreneurs, civil society institutions, and scholars from Zhetysu University took part in the roundtable discussion.
The meeting was moderated by the Chairman of the Board – Rector of Zhetysu University, Doctor of Law, Professor Yermek Buribayev.
“The purpose of this event is to discuss the historical role and contemporary significance of the Constitution of the Republic of Kazakhstan in shaping and developing the rule of law, ensuring the supremacy of law, and protecting the rights and freedoms of citizens. It is also important to explore ways to modernize constitutional justice amid the challenges and rapid transformations of society,” — noted the Rector.
A special guest from Astana, Judge of the Constitutional Court of the Republic of Kazakhstan, Doctor of Law, Professor Roman Podoprigora, delivered a keynote address focusing on the operational mechanisms of the Constitutional Court, its main features, objectives, and functions. Dauren Sharipbayev, an analyst at the Constitutional Court, presented on the implementation of the Court’s final decisions.
The Prosecutor of Zhetysu Region, Senior Counselor of Justice Baurzhan Zhumakhanov, and Colonel of Economic Investigations of the Financial Monitoring Agency Nurzhan Nurgabylov gave insightful presentations on the protection of citizens’ constitutional rights and freedoms.
Colonel of Police Balgin Kariyeva, Head of the First Department of the Directorate for Combating Organized Crime, discussed the role of the police in ensuring constitutional rights.
In addition, representatives of law enforcement agencies deliberated on ways to improve constitutional justice, the outcomes of institutional reforms in public administration, and measures to enhance legal culture and uphold the rule of law.
As a result of the roundtable, participants developed a set of recommendations aimed at strengthening the rule of law and democratic principles. These initiatives will serve as a foundation for the further advancement of constitutional reforms and the development of the country’s legal system.
