Аt the initiative of the regional administration, a substantive meeting entitled “A New Progressive Constitution — the Foundation of Our Unity” was held. The high-level gathering brought together the regional akim Beibit Isabayev, heads of institutions, representatives of civil society, members of the intellectual community, and young people.
The meeting was moderated by the Chairperson of the Regional Maslikhat, Gulnar Toilybayeva, who noted that the event was organized in the context of the upcoming nationwide referendum.
In his address, Regional Akim Beibit Isabayev elaborated extensively on the significance and substance of the draft of the new Constitution.
“The draft of the new Constitution is grounded in the history and roots of the Great Steppe, as well as in the values of legality, tradition, and culture. Our people have always held justice and honor in the highest regard. The draft Constitution, which stands as a key symbol of our statehood, embodies an ambitious goal of comprehensive modernization of the state and society. This is a concrete step toward building a Just Kazakhstan,” the head of the region emphasized.
The meeting was also attended by the Chairman of the Board–Rector of Zhetysu University, Doctor of Law and Professor Yermek Buribayev, who presented an in-depth analysis of the Constitution’s preamble. He noted that the introductory part of the Basic Law clearly reflects the historical responsibility of the nation, its unity and harmony, as well as shared values.
“The preamble is not merely an introductory text. It serves as an axiological compass that encapsulates the historical continuity of the state, social cohesion, and the fundamental principles of a rule-of-law state. The preamble enshrines core values such as national unity, human dignity, freedom, justice, the supremacy of law, and social responsibility. It is precisely these values that function as a benchmark for interpreting the content of subsequent articles,” the Rector stated.
In conclusion, he called on all citizens to take an active part in the referendum and to demonstrate civic responsibility at this pivotal moment of making a historic decision.
The meeting titled “A New Progressive Constitution — the Foundation of Our Unity” became an important platform for highlighting the significance of the draft Basic Law currently under broad public discussion and for encouraging society to adopt an active civic stance.
