Objectives:
Analysis of the legal framework and key international agreements on nuclear disarmament Measurable indicators: Number of international treaties studied (at least 5), analysis of legal norms in the field of nuclear disarmament. Justification: This task is essential for establishing the theoretical foundation of the study. It will provide a clear understanding of existing legal mechanisms, which is necessary for completing subsequent tasks. Connection: Serves as the basis for evaluating the practical effectiveness of international agreements.
Evaluation of control and verification mechanisms within international agreements Measurable indicators: Identification and analysis of at least 3 active control and verification mechanisms. Justification: This task focuses on studying monitoring mechanisms for agreement compliance, which is crucial for assessing their legal effectiveness. Connection: The evaluation results will be key to identifying shortcomings in treaty compliance, helping to propose recommendations for improving control.
Analysis of violations of agreements and their legal consequences Measurable indicators: Analysis of at least 3 cases of violations of international treaties, evaluation of legal measures and sanctions. Justification: This task will identify the causes and legal consequences of violations, which is necessary for a comprehensive assessment of weaknesses in the international nuclear disarmament system. Connection: Understanding problem areas will help to propose recommendations for addressing them, contributing to the project’s final goal.
Development of recommendations to enhance the legal effectiveness of international agreements Measurable indicators: Proposal of at least 5 recommendations for improving the legal framework and compliance monitoring of treaties. Justification: This final task will integrate the results of all previous stages and propose concrete measures to improve legal mechanisms. Connection: The recommendations will be based on the analysis of legal norms, control mechanisms, and causes of violations, ensuring a comprehensive approach to achieving the project’s goal.
The idea of the project: International agreements on nuclear disarmament play a key role in ensuring global security and maintaining world order. This project aims to explore the legal effectiveness of such agreements, with a focus on identifying the strengths and weaknesses of their implementation on the international stage. The main objective of the study is to analyze the legal mechanisms governing state obligations concerning disarmament and to assess their ability to prevent the proliferation of nuclear weapons and minimize the risks of global conflicts.
Nuclear disarmament is one of the most complex and sensitive areas of international law, as it touches upon issues of national security, international trust, and stability. Despite the existence of a range of treaties and agreements, such as the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and the Comprehensive Nuclear-Test-Ban Treaty (CTBT), the effectiveness of their implementation remains a subject of debate in academic and diplomatic circles.
This research will address the following key aspects:
- Historical Development of International Nuclear Disarmament Agreements.Special attention will be given to critical moments in the adoption of major treaties, as well as an analysis of their provisions and the obligations imposed on signatory states.
- Legal Status and Impact of International Organizations.International institutions such as the UN and the IAEA play a crucial role in regulating disarmament processes. Analyzing their activities will provide insight into how effectively they enforce compliance with international norms.
- Comparative Analysis of Legal Mechanisms.The project will explore various approaches to legal regulation of nuclear disarmament across different countries and regions. This will help identify common trends and regional specificities.
- Challenges and Obstacles in Implementing Agreements.Particular attention will be given to analyzing the reasons why some states fail to meet their obligations, as well as how legal mechanisms might help address these issues.
- Forecast and Future Prospects.In conclusion, the study will offer a forecast on the future development of international law in the area of nuclear disarmament, including possible changes to existing agreements and new initiatives.
The project employs a legal analysis methodology, an interdisciplinary approach that considers international relations, and a comparative analysis. The primary sources include international treaties, UN resolutions, rulings of international courts, as well as academic publications and analytical reports.
The practical significance of the project lies in the development of recommendations for improving existing mechanisms for monitoring compliance with nuclear disarmament obligations. The results of the study may be useful for government bodies as well as international organizations involved in security and disarmament issues.
Expected results: – Publish at least 2 (two) articles in a scientific publication indexed in the Arts and Humanities Citation Index or Social Sciences Citation Index of the Web of Science database or having a CiteScore percentile in the Scopus database of at least 35.

– at least 1 (one) monograph with a postdoctoral student’s contribution of at least 6 pp., reviewed and recommended for publication by at least two holders of the academic title of professor and/or the academic degree of doctor of science;
– at least 5 (five) articles and (or) reviews in peer-reviewed foreign and (or) domestic publications recommended by the Science and Higher Education Quality Assurance Committee;
Organize a round table/webinar with the presentation of the project results for scientists and the general public;
A comprehensive analysis of international agreements on nuclear disarmament. It is expected that the study will provide an in-depth legal analysis of such international agreements as the Nuclear Non-Proliferation Treaty (NPT), the Comprehensive Nuclear-Test-Ban Treaty (CTBT), as well as other bilateral and multilateral agreements in the field of nuclear disarmament. Result: A knowledge base on existing legal mechanisms will be created, allowing the identification of the strengths and weaknesses of these agreements. The project will contribute to the development and implementation of educational disciplines related to the legal foundations of energy relations in the curriculum of the law faculty;
Evaluation of the effectiveness of control and sanction mechanisms. The project will enable the assessment of existing control mechanisms for the implementation of international agreements (for example, through the work of the IAEA), as well as the effectiveness of sanctions for violations of the terms of these agreements. Result: Legal and practical gaps in international agreements will be identified, and measures will be proposed to address them.
Analysis of violations and law enforcement practices. The study will examine a number of specific cases of violations of nuclear disarmament agreements to assess law enforcement measures and consequences. This will provide a better understanding of the causes and factors influencing compliance or non-compliance with international obligations. Result: Key factors contributing to violations will be identified, and improvements in law enforcement measures will be proposed;
Enhancing the level of scientific research in Kazakhstan. The project will contribute to strengthening Kazakhstan’s scientific potential in the field of international law and global security. Result: Increase in the competitiveness of Kazakhstani research teams and expansion of international cooperation;
Influence on nuclear disarmament policy. It is expected that the results of the project may be used by government bodies to develop new strategies for fulfilling international obligations in the field of nuclear disarmament, as well as to strengthen legal control over the fulfillment of treaty obligations. Result: Recommendations that can be taken into account in the development and improvement of national and international disarmament policy. The results of the work will be disseminated among potential users, research institutes, government bodies, the scientific community, and the general public through the publication of scientific articles, reports, methodological recommendations, and/or a collective monograph on the topic of the research.
