• The purpose of the program:

Goal of the program: A comprehensive study of the dynamics and transformation of value guidelines of Kazakhstani society during the period of Independence and the implementation of the program for the modernization of public consciousness

• Objectives:

To achieve this goal, the following tasks must be solved: – study of the dynamics of changes in the value systems of Kazakhstani society based on materials from sociological research conducted as part of the implementation of the “Rukhani Zhangyru” program and secondary sources for the period 1995-2025; – determining the design of value guidelines for different social groups based on the results of the foresight study of KIOR 2020 and the planned Rapid-Foresight 2025; – intent analysis and content analysis of materials: public speeches, documents and reports of relevant ministries and regional project offices based on the results of the implementation of the modernization program in 6 (six) areas of the Program; – theoretical and methodological analysis of international experience in modernization policy; – study of the degree of influence of political events on the formation of patterns and motivation of behavior of individuals and groups through a case approach; – extrapolation of the results of the index of the moral state of society based on statistical data to the socio-political context of 1995-2025. – determination of approaches and mechanisms in the formation of value guidelines and social regulation for the construction of collective ideas through the features of media consumption of Kazakh society; – conducting sociological research (mass surveys, focus groups and in-depth interviews) to study the mechanisms of preservation and transmission of traditional values, moral ideas in Kazakh society.

• The idea of the project:

The core idea of this program is to conduct a comprehensive study of the dynamics and transformation of value orientations in Kazakhstani society during the period of Independence and the implementation of the public consciousness modernization program. This program aims to identify and analyze value attitude changes and develop effective mechanisms and recommendations for promoting new value orientations among various social groups. The program will comprehensively analyze sociological data, including studying the influence of political and social events on the formation of collective values and exploring mechanisms for preserving and transmitting traditional values. The program also plans to use international experience and contemporary methodological approaches to develop effective strategies for social regulation and the formation of collective representations in Kazakhstani society. Implementing this program will facilitate a deep understanding of the processes of value orientation transformation in Kazakhstani society and create recommendations for further implementation of public consciousness modernization programs.

• Expected results:

Final results of the program: – the dynamics of changes in the value systems of Kazakh society were determined based on materials from sociological studies conducted as part of the implementation of the “Rukhani Zhangyru” program and secondary sources for the period 1995–2025; – a design of value guidelines was created based on the results of foresight studies in 2020 and 2025; – intentional characteristics and dominant lexical units were determined based on the results of public speeches, strategic documents and reports of ministries and project offices; – theoretical and methodological analysis of foreign experience in modernization policy and determination of the possibility of its implementation in Kazakh public practices; – methodological support (recommendations, concepts) ensuring the activities of decision makers, central government bodies, local executive bodies on the policy of modernization and promotion of value systems among the population; – a value design of the political model of New Kazakhstan was created; – the intellectual potential of media personalities for the formation of value systems of society is determined; – conceptualization and justification of terminology for modernization policies and promotion of new value systems; The results of the program were published: 1) at least 6 (six) articles and (or) reviews in peer-reviewed scientific publications indexed in the Social Science Citation Index or Arts and Humanities Citation Index of the Web of Science database and (or) having a CiteScore percentile in the Scopus database of at least 25 (twenty-five). 2) at least 8 (eight) articles in journals recommended by Committee for Quality Assurance in the Field of Science and Higher Education of the Ministry of Science and Higher Education of the Republic of Kazakhstan. 3) at least 1 (one) patent or 2 (two) copyright certificates registered with the National Institute of Intellectual Property of the Republic of Kazakhstan. 4) at least 2 (two) methodological developments for the educational and political spheres, including the creation of a matrix and design of value guidelines based on modern theories and domestic experience; 5) at least 2 (two) acts of implementation of scientific results at the republican level; 6) at least 10 (ten) reports on the dissemination of achieved results; 7) publication of at least 2 (two) monographs on the transformation of the value orientations of Kazakhstani society during the period of Independence and the implementation of the program for the modernization of public consciousness, recommended by the academic council and (or) scientific and technical council of the applicant’s organization.
