About the scientific program
Program goal: the development of a methodological foundation for advancing organizational culture in the civil service of the Republic of Kazakhstan, taking into account the transformation of the public administration paradigm.
Objectives:
Objective 1: Conduct an analysis (SWOT and PEST analysis) of the existing system for monitoring compliance with ethical standards in the civil service of the Republic of Kazakhstan.
Objective 2: Study the experience of foreign countries in ensuring adherence to ethical standards in the civil service.
Objective 3: Assess the socio-economic conditions, cultural-historical factors, and the influence of geopolitical aspects on the development of organizational, corporate culture, and ethics in the civil service.
Objective 4: Develop an algorithm for improving mechanisms to reform the organizational ethical culture of civil servants.
Objective 5: Develop a set of specialized educational and methodological materials for civil servants at all levels on issues of organizational ethical culture.
Objective 6: Develop practical recommendations for the further improvement of organizational culture and ethics of civil servants, taking into account the reform of the public administration system.
Objective 7: Test and disseminate the research results through publications.
Program idea: The main idea of the program is to create a comprehensive methodological platform that will enable the assessment of the current situation, identify pressing issues, and propose new solutions for reforming the ethical culture within state institutions. The program involves a thorough analysis of existing mechanisms for monitoring compliance with ethical standards, international experience, as well as socio-economic and cultural factors influencing the development of organizational culture.
Within the framework of the program, a set of educational and methodological materials will be developed to enhance the competencies of civil servants at all levels. This will not only ensure consistent adherence to ethical standards but also improve the quality of their professional performance. Special attention is given to practical recommendations for the further reform of organizational culture, taking into account the specifics of the Kazakhstani civil service and successful international practices. The program results will be validated through publications in leading scientific journals, ensuring a high level of academic credibility and providing data for the ongoing improvement of Kazakhstan’s public administration system.
Expected results:
The following results are expected to be achieved:
- The organizational culture of the civil service, state bodies, and the structure of legislation in the Republic of Kazakhstan will be studied based on SWOT and PEST analyses;
Strengths and weaknesses of the organizational ethical culture will be identified to develop effective mechanisms for its improvement;
Risks in the development of organizational ethical culture will be identified, taking into account the level and specifics of the activities of state bodies;
A comparative analysis of foreign countries’ experience in regulating and ensuring compliance with ethical standards, as well as features of organizational culture, will be conducted;
Approaches for adapting international experience in the development of organizational ethical culture within the civil service of the Republic of Kazakhstan will be proposed;
Training programs for civil servants at all levels on the development of organizational ethical culture will be developed;
Methodological recommendations for leaders of central and local executive bodies on the development of organizational ethical culture will be prepared;
Research materials will be recommended for use in reforming organizational culture in the civil service, as well as for targeted training and retraining of civil servants, and for experts and researchers in the field of public administration.
Program publication outcomes:
As a result of the program, the following publications are expected:
At least 4 (four) articles and/or reviews in peer-reviewed scientific journals indexed in the Social Science Citation Index or Arts and Humanities Citation Index of the Web of Science, and/or with a CiteScore percentile of at least 25 in the Scopus database;
At least 6 (six) articles in journals recommended by the Committee for Control in the Field of Science and Higher Education (SHEQAC);
At least 1 (one) monograph or textbook published by foreign and/or Kazakhstani publishers recommended by the applicant organization’s Academic Council and/or Scientific and Technical Council;
At least 1 (one) authorship certificate registered with the National Institute of Intellectual Property of the Republic of Kazakhstan.
