International research trip as part of the research programme BR27195163 «The Architectonics of the Transformation of Organizational Culture in the Civil Service of Kazakhstan».
From 16 to 27 November 2025, an international research trip was conducted to leading educational and research centres in Singapore and Malaysia as part of the implementation of the research programme BR27195163 «The Architectonics of the Transformation of Organizational Culture in the Civil Service of Kazakhstan». The main purpose of the trip was to conduct expert and analytical work and study international experience in the training and professional development of civil servants, participate in an international scientific conference, and establish and develop international scientific ties in the context of the research programme.
The trip covered the following organisations:
- Lee Kuan Yew School of Public Policy, National University of Singapore (NUS);
- Central Research Library, National University of Singapore;
- International Society for Sustainable Education Research (ISSER), Singapore;
- Advance Tertiary College (ATC), George Town, Penang, Malaysia.
During the business trip, the following activities were carried out:
- Study of educational programmes and research projects at the Lee Kuan Yew School of Public Policy focused on developing professional ethics, leadership and an anti-corruption culture among civil servants;
- Analysis of scientific and legal literature at the Central Research Library of the National University of Singapore on issues of public service, institutional reforms and anti-corruption policy;
- Participation of research group members in the International Conference on Public Policy and Public Administration (ICPPA-25), held on 19–20 November 2025 in Singapore;
- Familiarisation with the Advance Tertiary College (ATC) educational programmes in law and public administration, as well as with practice-oriented teaching methods;
- Holding expert meetings and consultations with teachers and researchers from Singapore and Malaysia on issues of organisational culture, anti-corruption strategies and training for the civil service.
As part of the «ICPPA-25» conference organised by the International Society for Sustainable Education Research (ISSER), a research paper by L.T. Zhanuzakova, a member of the research group, was presented on the topic of «Ethical standards of public service in the Republic of Kazakhstan». Research group members B.A. Taitorina and A. Alimbetova took an active part in scientific discussions. At the end of the conference, participants received certificates and positive expert reviews from foreign colleagues.
During the business trip, a comparative analysis of the international experience of Singapore and Malaysia was conducted in the following areas: transformation of public service, formation of organisational and anti-corruption culture, legal support for institutional reforms, digitalisation and improvement of public administration efficiency.
The international business trip demonstrated high scientific and practical effectiveness, contributed to the promotion of Kazakhstan’s scientific agenda at the international level and strengthened the position of domestic legal science in the Asian region. The results obtained are of practical importance for the further transformation of the organisational culture of the civil service of the Republic of Kazakhstan.
