50th International Conference on Public Administration

Project manager B.A. Taitorina and research group member A. Alimbetova visited Phuket Rajabhat University (Phuket, Thailand) from March 23, 2026 to April 3, 2026, and also participated in the 50th International Conference on Public Administration and Civil Service (BPACS-26).

Purpose of the visit: To conduct expert-analytical work at Phuket Rajabhat University (Phuket, Thailand) aimed at studying modern approaches to the training and education of specialists in the field of public administration; to participate in the 50th International Conference on Public Administration and Civil Service (BPACS-26), as well as in the practice-oriented seminar “Modern Approaches to Public Administration and Civil Service Development” held in Phuket Province within the framework of the research program; and to establish and develop international scientific and academic cooperation with foreign scholars and specialists in public administration.

Key objectives:

  • To familiarize with educational programs and teaching methodologies of Phuket Rajabhat University relevant to the research program being implemented;
  • To participate in the practice-oriented seminar “Modern Approaches to Public Administration and Civil Service Development” in order to study modern models of training and professional development of civil servants;
  • To interact with faculty members and representatives of the academic community of Phuket Rajabhat University for experience exchange and discussion of potential areas of scientific and educational cooperation; to conduct expert discussions on civil service development;
  • To visit the scientific library of Phuket Rajabhat University and study the regulatory framework and academic literature related to public policy, organizational culture, and the functioning of civil service; to collect and analyze relevant scientific sources;
  • To ensure participation of research group members in the 50th International Conference on Public Administration and Civil Service (BPACS-26) as attendees, in order to become acquainted with contemporary scientific approaches and research in public administration;
  • To study international experience in civil service development, organizational culture, and improving public administration efficiency based on Thailand’s educational and research practices;
  • To collect, systematize, and further analyze the obtained materials for use within the research program.

Presentation of scientific results:

  • Analysis of international experience. Study of Thailand’s educational and organizational approaches in public administration, organizational culture, and civil service development for the purpose of comparative analysis and identification of effective practices that may be adapted to the conditions of the Republic of Kazakhstan;
  • Establishment of scientific cooperation. Development of academic and professional contacts with faculty, researchers, and representatives of Phuket Rajabhat University, as well as participants of the 50th International Conference on Public Administration and Civil Service (BPACS-26), for experience exchange and discussion of future research collaboration;
  • Participation in discussions. Engagement in discussions within the framework of the conference and seminar events on issues of public administration and civil service development;
  • Promotion of Kazakhstan’s scientific agenda. Presentation of research interests related to the transformation of organizational culture in the civil service of the Republic of Kazakhstan, formation of a positive image of national legal science, and its integration into the international academic space.

Achieved results:

  • Members of the research group, B.A. Taitorina and A. Alimbetova, participated in discussions at the 50th International Conference on Public Administration and Civil Service (BPACS-26) held in Phuket, Thailand;
  • Participation in the practice-oriented seminar “Modern Approaches to Public Administration and Civil Service Development” held at Phuket Rajabhat University enabled familiarization with modern educational and managerial practices;
  • Certificates of participation in the conference and seminar were obtained;
  • Professional contacts were established with foreign scholars, faculty members, and participants of international events, creating a foundation for further scientific cooperation and publication activity;
  • During the visit to Phuket Rajabhat University, the educational and research activities of the university were reviewed, and working meetings and discussions with representatives of the academic community were held;
  • Study of scientific and educational materials made it possible to collect information on civil service development, organizational culture, and personnel training in Thailand’s public administration system;
  • The obtained materials will be used in preparing scientific publications and in the further development of the research program;
  • The collected data are subject to further analysis for the adaptation of effective international practices in the development of educational programs and improvement of the civil service system of the Republic of Kazakhstan.
