During the visit, a Memorandum of Cooperation was prepared between the Institute for Retraining and Advanced Training of Legal Personnel under the Ministry of Justice of the Republic of Uzbekistan and the NJSC “Zhetysu University named after Ilyas Zhansugurov”. Currently, the memorandum is undergoing formalization and the completion of the necessary procedures. The Memorandum provides for the development of long-term scientific, educational, and expert cooperation in the fields of training and professional development of civil servants and legal professionals, conducting joint research, implementing academic mobility programs, organizing scientific and practical events, and exchanging experience in public administration, legal education, and the development of organizational culture in the civil service. During the visit, lectures were delivered for civil servants (hokims), an online lecture was conducted for attorneys of the Republic of Uzbekistan, and an international roundtable discussion was held. During the discussions, the results of a study on the organizational culture of the civil service in Kazakhstan were presented, and prospects for applying international experience to improve the effectiveness of public administration were considered. In addition, a presentation of the collective monograph entitled “Developing Methodological Foundations for the Development of Organizational Culture in the Civil Service Considering the Transformation of Management Paradigms”, prepared within the framework of Scientific Program BR27195163, was conducted. The presentation covered the main results of the research, methodological approaches to the development of organizational culture in the civil service, findings from the analysis of international experience, proposals for improving ethical standards and public administration mechanisms, and prospects for further scientific cooperation between Kazakhstan and Uzbekistan. As a result of the business trip, the following outcomes were achieved: the scientific results of Program BR27195163 were validated in the international academic and professional environment; scientific and educational cooperation with the Institute for Retraining and Advanced Training of Legal Personnel under the Ministry of Justice of the Republic of Uzbekistan was expanded; research findings on the organizational culture of the civil service and public service ethics were presented; prospects for joint research projects, publication activities, and academic mobility were discussed; proposals for further cooperation in the training and professional development of civil servants and legal professionals were received; and the results of the scientific program and the published monograph were disseminated among the scientific and professional communities. The business trip to Tashkent enabled the international validation of the results of Scientific Program BR27195163, expanded professional contacts, and strengthened cooperation between the scientific and educational institutions of the Republic of Kazakhstan and the Republic of Uzbekistan.
