Scientific trip to Istanbul
As part of the program BR27195163 «The Architectonics of the Transformation of Organizational Culture in the Civil Service of Kazakhstan», a scientific internship was held at Yeditepe University (Istanbul, Turkey) on May 12-17, 2025. The purpose of the business trip is to participate in the First International Law Congress of the Turkic States and conduct scientific, expert and analytical work at Yeditepe University within the framework of the program.
The main objectives of the scientific trip:
- Presentation of a report on the interim results of a study on the transformation of the organizational culture of the civil service of Kazakhstan;
- Study of educational and research projects of Yeditepe University, comparable to the subject of the program;
- Holding expert meetings and consultations with scientists and practitioners to share experiences and discuss international cooperation;
- Familiarization with scientific literature and materials on legal transformation, anti-corruption policy and organizational culture;
- Analysis of the international experience of the Turkic states in order to adapt the best practices in the Kazakh context;
- Promotion of the Kazakh scientific agenda and integration of domestic research into the international context.
The main results of the scientific trip:
- Participation in the work of the Scientific Council of the Congress;
- Presentation of the report «Civil service and human rights in the Turkic States: compliance with the requirements of the modern Constitution» at the IV session and moderation;
- Obtaining a certificate of participation and positive feedback from foreign colleagues, and the report is also included in the collection of materials of the congress;
- Professional contacts have been established with scientists from Turkey, Azerbaijan, Hungary, Kosovo, Cyprus, Kyrgyzstan, Uzbekistan, Turkmenistan for the implementation of joint projects and publications;
- Meetings and consultations were held with teachers and researchers of the Departments of Public Law and Management at Yeditepe University;
- Collection and analysis of comparative information on the transformation of the civil service in Turkey, including areas of ethics, anti-corruption policy, digitalization and institutional reforms;
- An article has been prepared and accepted for publication in the «Bulletin of KazNPU named after Abai. Jurisprudence series», No. 2, 2025: «Жергілікті өзін-өзі басқару контекстіндегі мемлекеттік қызмет: Түркия мен Қазақстан мысалындағы мәселелер мен шешімдер»;
- A monograph section is being developed as part of the program implementation;
- The specifics of the Turkish model of the organizational culture of the civil service are determined, which is taken into account in the analytical part of the study;
- An initiative has been developed to organize a joint round table or online seminar with the participation of Turkic researchers on the modernization of the organizational culture of the civil service.
