From 13 to 22 September 2026, the research team of the scientific programme IRN BR27195163, “Architecture for Transforming the Organisational Culture of Kazakhstan’s Civil Service,” undertook a research visit to London and Edinburgh, United Kingdom.
The primary purpose of the visit was to study the United Kingdom’s experience in civil service reform, the improvement of public administration, and the development of organisational and ethical culture among civil servants.
In London, the researchers participated in expert events organised by the Institute for Government, where they explored cooperation between central and local government bodies, institutional reforms, leadership, and the effectiveness of public administration.
In Edinburgh, the team completed a 72-academic-hour professional development programme at Edinburgh Business School, Heriot-Watt University. The programme covered the diagnosis of organisational culture in the civil service, the development of reform algorithms, risk management, digital governance, and the responsible use of artificial intelligence.
In addition, a collective monograph prepared within the framework of the scientific programme was presented. The outcomes of the research visit will be used to develop teaching and methodological materials, practical recommendations for public authorities, and scholarly publications.
