Humanization of the penitentiary system of the Republic of Kazakhstan

Project title: “Humanization of the penitentiary system of the Republic of Kazakhstan” (project duration 12 months, 01.01.-31.12.-2023)

Summary: Norway has become one of the most successful countries in terms of implementing effective reforms and ideas in the penitentiary system. In recent years, more and more new publications about prisons in Norway have appeared in the media. Articles and reports tell about the effectiveness of prisons in this country and their positive impact on the economy and the life of the population. Norway has one of the lowest recidivism rates in the world – about 20%. But it wasn’t always like that. In the 80s, the recidivism rate in Norway was 60-70%. The situation began to change after the prison reforms carried out in early 1990, when the main purpose of imprisonment was not punishment, but rehabilitation of the convict. Instead of complete isolation, convicts were offered daily training and educational programs, and the role of prison guards was revised: they became more open and friendly to prisoners, becoming role models and mentors on the path of correction. All these measures helped to reduce the recidivism rate by 20% after 2 years.

An important feature of the Norwegian prison system is that the work of returning a prisoner to life in society begins from the first days of imprisonment. The main way to achieve this is to create conditions close to life in freedom. Norwegian prisons try to imitate the outside world as much as possible in order to prepare prisoners for freedom. So, a prison cell in Norway resembles a room in an apartment or hotel, allowing you to feel like a person. In many prisons, bars are completely prohibited in architectural terms, and the cells have an open style.  In the maximum security prison of Halden, each prisoner has a toilet, a shower, a refrigerator and a flat-screen TV, with access to the kitchen and common areas. Along with an innovative architectural style, the Norwegian prison system offers many programs and courses that can be found in traditional entertainment centers. Halden Prison allows prisoners to sign up for yoga classes, prisoners can choose to learn how to work with wood or even have access to studios. These programs ensure a peaceful atmosphere in prisons, not a place for hatred and violence. Norwegian prisons emphasize the importance of education. Its main goal is to encourage prisoners not only to survive, but also to live a full life.

One of the important resources for crime prevention in Norway is considered to be the family. Family visits are encouraged and prisoners can spend time alone with their loved ones. In accordance with the UN Convention on the Rights of the Child, the interests of the child are taken into account and imprisoned fathers are encouraged to maintain relationships with their children while serving their sentence. Most of the convicts in Halden Prison have the right to a private meeting with relatives or friends for two hours twice a week.

Given the shortcomings of the local correctional system, we suggest following the example of Norway.

Project goal: Research of problems and opportunities for improvement, humanization of the penitentiary system.

Expected results:

  1. Inclusion of the results of the conducted surveys in the research materials.
  2. Ready-made recommendations on the humanization of the penitentiary system.
  3. Publication of research results in scientific journals.

The winner of the grant of the Foundation of the First President–Leader of the Nation following the results of the competition of research projects and works of young scientists in the field of fundamental and applied scientific research in 2012 for the project “New initiatives of the First President of the Republic of Kazakhstan-Head of State N.A. Nazarbayev in the fight against corruption” in 2012.
