Round table “Constitution-the basis of the rule of law”

Today, Zhetysu University named after Ilyas Zhansugurov hosted a roundtable discussion titled “The Constitution as the Foundation of the Rule of Law”, dedicated to the entry into force of the new Constitution of the Republic of Kazakhstan on 1 July 2026.

The event brought together the University leadership, representatives of government institutions, faculty members, scholars, and members of the media.

The roundtable was chaired by Yermek Buribayev, Chairman of the Board – Rector of the University, who congratulated the participants on the enactment of the new Constitution, which was endorsed by the people of Kazakhstan through the national referendum held on 15 March 2026.

In his opening remarks, the Rector emphasized that the adoption of the new Constitution marks not only a significant milestone in the country’s legal system but also a historic step that defines a new trajectory for Kazakhstan’s future development.

During the event, participants watched a video message from Enrico Quagliarini, Rector of the Polytechnic University of Marche (UNIVPM), Italy, which has recently established a branch campus at Zhetysu University.

The roundtable featured presentations by Zhandos Beksultan, Head of the Justice Department of the Zhetysu Region; Ilyas Yesengabylov, Dean of the Faculty of Physics and Mathematics; Galym Teleuov, Dean of the Faculty of Law and Economics; Alibek Izbasarov, Senior Operational Officer for Particularly Important Cases at the Economic Investigation Department of the Zhetysu Region; and Raigul Zheldibayeva, Dean of the Faculty of Humanities.

The speakers shared their perspectives on the role of the new Constitution in strengthening the rule of law, ensuring the supremacy of law, protecting the rights and freedoms of citizens, and fostering the development of legal culture in Kazakhstan.
