The Department of Public Administration and Management has a long history of formation and development. In 1996, based on the Department of Political Economy and Philosophy, the Department of Economics and Management was created. In 2002, two new departments were established on the basis of the Department of Economics and Management: the Department of Economics and Law, and the Department of Accounting and Finance. In 2010, a new Department of Public Administration and Management was formed.
Since the creation of the department, teachers have been actively involved in various competitions, projects, programs in the field of economics and management, in the development of a number of scientific and practical projects in the field of economics and management, they study and use modern methods and forms of education.

The educational and methodological work of the department is carried out through educational and methodological seminars, syllabus development, publication of educational and methodological literature, conducting open classes, mutual visits to classes by faculty members, and professional development of the academic staff.
According to the curriculum, Executive MBA students have internships at partner universities abroad every year. For instance, from April 15 to April 28, 2024, Executive MBA students of the educational programs “Strategic Management”, “Management in Health Care”, “Management in Legal Practice”, and “Management in Education” completed training in “Fundamentals of Marketing Management” at the State University of Management (Moscow, Russian Federation).
From January 8 to January 12, 2024, fourth-year students of the educational program 6B04102 – “State and Local Governance” underwent training in the program “Young Public Servants School” at the Academy of Public Administration under the President of the Republic of Kazakhstan and received certificates.
The educational process involves employers. Since 2022, the department has closely cooperated with the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs in the Zhetysu region.
For example, during the 2022-2023 academic year, the head of the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs in the Zhetysu region and the Chairman of the Ethics Council, Kobylan Manap, conducted classes for students of the program 6B04102 – “State and Local Governance.
Classes for full-time students in the 2023-2024 and 2024-2025 academic years are conducted by Samgat Baglanuly Tarak, Head of the Civil Service Department of the Agency for Civil Service Affairs of the Republic of Kazakhstan in the Zhetysu region.
Aditionally, colleagues from other educational institutions are involved within the framework of virtual internal and external academic mobility programs. For instance, from October 23, 2023, to November 25, 2023, Natalia Valentinovna Koshkina, Master of Economic Sciences and Senior Lecturer at Almaty Management University, conducted classes for students of the educational program 6B04109 – “Information Resources Management” on the discipline “Project Management.”
From November 6, 2023, to November 30, 2023, Doctor of Economic Sciences and Professor of the Kyrgyz-Russian Slavic University named after B.N. Yeltsin, Natalia Anatolievna Brovko, conducted classes on “Strategic Management” for students of the educational program 6B04102 – “State and Local Governance.”

Methodological seminars are also conducted with the participation of practitioners. For example, on December 14, 2023, business trainer, professional strategic coach, and NLP practitioner Aizhan Abdimutalipovna Nasibullina held an online seminar on “Group Dynamics and Methods of Managing Group Dynamics”.
Academic staff of the Department continuously enhances their qualifications in the disciplines they teach. In 2023 and 2024, the department’s academic staff completed professional development courses on the following topics:

Cooperation of the Department of Public Administration and Management with Employers
During the 2025–2026 academic year, as part of efforts to improve education in public administration and management at I. Zhansugurov Zhetysu University, a roundtable discussion entitled “Public Service in Kazakhstan: Mission and Values” was organized.
The event featured a meeting with Ilyas Nurboluly Tustikbayev, Deputy Head of the Department of Internal Policy of Zhetysu Region and a member of the Regional Personnel Reserve. Samgat Baglanuly Tarak, Chief Inspector of the Human Resource Management Service of the Office of the Akim of Zhetysu Region, also participated in the meeting.
During the meeting, the participants comprehensively discussed the mission of public service, its role and significance in society, as well as the professional and ethical values expected of civil servants. Particular emphasis was placed on the importance of transparency, integrity, accountability, and service to the public interest.
As part of the event, a new educational programme entitled “Analytics and Management in the Public Sector” was presented, and its content and distinctive features were discussed in detail. It was highlighted that the programme aims to train highly qualified specialists with strong analytical skills who are capable of making effective, data-driven decisions in the field of public administration.
Scientific activities within the department are carried out through scientific and methodological seminars, student problem-solving clubs, discussions of master’s theses, participation in conferences, and involvement in projects and grants funded by the Ministry of Education of the Republic of Kazakhstan and international organizations.
The main direction of the department’s research activities is the Prospects for Sustainable Development of the Republic of Kazakhstan.
From May 6 to May 13, 2024, members of the research group from Zhetysu University named after I. Zhansugurov, including D. A. Kaldiyarov, S. S. Zhakipbekova, D. Nurmukhankyzy, A. E. Bedelbayeva, and M. A. Schmidt, made a working visit to the University of Tsukuba (Japan). During their stay, discussions focused on organizing the educational process for different categories of students, the experience of Japanese universities in providing the necessary infrastructure for education, and potential partnership opportunities with the University of Tsukuba.
On January 23, 2024, at Al-Farabi Kazakh National University, the National Academy of Sciences of Kazakhstan held a meeting with young scientists from across the country. The event was attended by the Minister of Science and Higher Education of Kazakhstan, Sayasat Nurbek, President of the National Academy of Sciences, Akylbek Kurishbayev, Chairman of the Board and Rector of Al-Farabi Kazakh National University, Zhanseit Tuimebayev, along with young scientists from various institutions. Representing Zhetysu University was the chairperson of the University’s Young Scientists Council, Olesya Vitalyevna Lemeshchenko.
On October 14, 2023, a meeting was held between faculty members and students of the Higher School of Law and Economics with professors from the University of Nebraska-Lincoln, as part of the project “Modernization of Educational Programs for Agribusiness Development in Kazakhstan.” The project is sponsored by the U.S. Embassy in Kazakhstan. The main goals of the project are to foster partnerships between U.S. and Kazakhstani universities and facilitate the transfer of knowledge related to agribusiness. Professor Andrew Zimbroff, Chairman and Coordinator of the project from the University of Nebraska-Lincoln, and Brennan Costello, a business engagement specialist, presented the education process at the University of Nebraska-Lincoln and delivered a lecture from the ENGLER program on agribusiness entrepreneurship development (https://engler.unl.edu/).
Chairperson of the Board and Head of the Rector’s Office, Danya Nurmukhanova, along with Doctor of Economic Sciences and Professor of the Department of Public Administration and Management, Daniyar Altaevich Kaldiyarov, undertook a research internship at Lund University from April 1 to May 31, 2023, as invited researchers at the Department of Sociology of Law. The project “Central Asian Law: Legal Cultures and Business Environments in Central Asia” is a 4-year research and training project funded by the European Commission’s H2020 MSCA-RISE program (project number 870647), running from January 3, 2020, to February 2024. The project aims to generate new knowledge and political understanding of the relationships between legal culture, governance, and business environments in Central Asia. The project is based at Lund University (Sweden) in collaboration with 14 academic institutions from 11 countries in Europe and Central Asia.
On November 11–12, 2025, the Republican Competition of Student Projects and Research in the fields of artificial intelligence, cybersecurity, online fraud prevention, fintech developments in the financial sector, and digital solutions (hereinafter referred to as the Competition) was held in Almaty, organized by the Association of Financiers of Kazakhstan.
Representing I. Zhansugurov Zhetysu University, the Department of Public Administration and Management of the Faculty of Law and Economics presented the project entitled “QorFin — A Financial Fraud Prevention System (Website)”, under the supervision of Zh. E. Turgambekova, PhD.
Alua Kendebayeva, a fourth-year student majoring in Public and Local Administration, conducted research on financial fraud and its prevention systems and proposed a methodology for the project. Meanwhile, Yermek Shaizat, a third-year student majoring in Information Systems, developed the QorFin website.
The jury, comprising employees of domestic and international banks, highly appreciated the relevance of Zhetysu University’s project, “QorFin — A Financial Fraud Prevention System (Website).” The Competition brought together 23 teams from all regions of Kazakhstan, providing a platform for combining theoretical knowledge with practical application. Participants exchanged experiences, received certificates and internship opportunities at banks, and obtained recommendations from the jury on further improving their projects.
As the Competition was held at the Kazakh-British Technical University, formerly the building of the Supreme Soviet of the Kazakh SSR (the Government House), participants also had the opportunity to visit the D. A. Kunaev Cabinet and the meeting halls used by government minis
On December 6, 2025, Alua Kendebayeva and Inzhu Kurmanbek, fourth-year students majoring in Public and Local Administration at the Faculty of Law and Economics of I. Zhansugurov Zhetysu University, participated in a conference organized by Kunaev University in Almaty. They were awarded Third-Degree Diplomas and certificates.
The International Scientific and Theoretical Conference for Students and Young Researchers, entitled “Current Issues in the Development of the State and Law in the Context of the Digital Transformation of Society,” was held in celebration of the Independence Day of the Republic of Kazakhstan.
Inzhu Kurmanbek presented a paper entitled “Managing Resistance to Change,” while Alua Kendebayeva presented a paper entitled “Challenges in Accepting Change in Public Administration.” Both papers were prepared under the academic supervision of Zhansaya Yerzhanovna Turgambekova, PhD, a lecturer at the Department of Public Administration and Management of Zhetysu University. The research was conducted within the framework of the courses “Change Management” and “New Public Management.”
Academic mobility refers to the movement of students or faculty-researchers for a specified academic period (including internships or industrial practices), typically a semester or an academic year, to another higher education institution (either domestically or abroad) for studies or research, with mandatory transfer and credit recognition in their home institution.
For any modern university, collaboration with other foreign and domestic universities is crucial. This is a key indicator of its reputation, popularity, and attractiveness to prospective students. It is also a natural consequence of internationalization and globalization processes affecting all areas of human activity, including higher education. Integration of universities is a major trend in modern higher education.
To ensure the mutual accessibility of education systems in various countries of Kazakhstan and Europe, the Department of Public Administration and Management collaborates with foreign universities, including the Institute of Economics at Xinjiang University (China), Fatih University (Turkey), G.V. Korfanty University (Poland), Omsk Humanitarian Academy (Russia), the Academy of Public Administration under the President of the Kyrgyz Republic (Kyrgyzstan), and Altai Economic University (Russia).
In the 2023-2024 academic year, as part of the external virtual academic mobility program from November 6 to November 30, 2023, Doctor of Economic Sciences, Professor of the Kyrgyz-Russian Slavic University named after B. N. Yeltsin, Natalia Anatolyevna Brovko, conducted classes for students of the 6B04102 ” State and Local Governance” educational program on the discipline “Strategic Management” via Zoom. The students were introduced to the most effective methods and tools for developing, testing, and implementing strategies. Elements of systemic, intuitive, analytical, scenario, and critical thinking were practiced.
In the 2023-2024 academic year, as part of the internal virtual academic mobility program from October 23 to November 25, 2023, Master of Economics, Senior Lecturer at Almaty Management University, Natalia Valentinovna Koshkina, conducted classes for students of the 6B04109 “Information Resource Management” educational program on the discipline “Project Management” via Zoom.
From October 12, 2020, to November 28, 2020, as part of the external academic mobility program, Doctor of Economic Sciences and Professor of the Kyrgyz-Russian Slavic University, Natalia Anatolyevna Brovko, was invited to conduct courses on the following disciplines:
- “Innovative Management” for 3rd-year students of the 5B050700 – “Management” program;
- “Economic Policy in Small and Medium Enterprises” for 2nd-year master’s students in the 7M04102 – “State and Local Governance” program.
In the 2020-2021 academic year, from January 18 to May 22, 2021, 2nd-year students from Karaganda University named after academician E. A. Buketov were enrolled in the ” State and Local Governance” program for one academic semester under the “Window of Academic Mobility” program using distance learning technologies:

As part of the student exchange program, 2nd-year students of the “State and Local Governance” specialty were sent to the Kyrgyz-Russian Slavic University named after B. Yeltsin (Bishkek, Kyrgyz Republic) for virtual education from February 8, 2021, to June 30, 2021, during the 2020-2021 academic semester:

In accordance with the schedule for engaging foreign scholars in teaching activities under the External Virtual Academic Mobility Programme funded by the university’s extrabudgetary funds for the 2025–2026 academic year, Candidate of Economic Sciences and Associate Professor Tatyana Bronislavovna Klimova from Belgorod State National Research University delivered classes in the discipline “Marketing” to second-year undergraduate students enrolled in the “6B04103 – Management” educational programme from 4 to 29 November 2025.
From 27 October to 29 November 2025, Candidate of Economic Sciences Maria Vladimirovna Zaitseva from Kuban State Agrarian University named after I.T. Trubilin (Krasnodar, Russian Federation) delivered classes in the discipline “State and Business” to second-year undergraduate students enrolled in the “6B04102 – State and Local Government” educational programme.
The classes incorporated lecture-discussions, practical case study analysis, group work, business simulations, and multimedia materials. These teaching methods made it possible to integrate theoretical content with a practice-oriented approach to learning.
The following outcomes were achieved as a result of the classes:
- The level of students’ theoretical knowledge and practical skills was enhanced;
- Students developed skills in analysing problem situations and formulating management and marketing decisions;
- Students’ motivation and engagement in the educational process were strengthened;
- Students broadened their professional horizons and became familiar with modern approaches presented by the invited experts.
The final classes delivered by the foreign scholars were attended by N. Syzdykbayeva, Head of the Department of Public Administration and Management, as well as lecturer-instructors Zh. Syubebayeva and Zh. Turgambekova.
As part of the student exchange programme, Gulzhikhan Zhanatkyzy Yerdenbek, a second-year student enrolled in the “State and Local Government” educational programme, was sent to the University of Łódź (Poland) to study during the first semester of the 2025–2026 academic year, from 25 September 2025 to 25 February 2026.
The educational work of the department in the field of management and public administration is carried out in accordance with the educational work plan. In order to carry out constant educational work throughout the academic period, the curators and advisors of the Department in the field of management and public administration conduct organizational, methodological and consulting work with students aimed at assisting in the development of educational programs.
As part of the career guidance initiative, on 21 May 2025, R.K. Turysbekova and S.B. Zhanysbayeva, lecturers at the Department of Public Administration and Management of the Faculty of Law and Economics at I. Zhansugurov Zhetysu University, held a meeting with graduating students from Secondary School No. 4, School-Gymnasium No. 16, and School-Lyceum No. 29 in Taldykorgan.
The purpose of the event was to provide students with an understanding of different professions, help them identify their future career plans, offer guidance and support, and familiarise them with the key aspects of choosing a profession.
On 19/05/2025, a teacher of the Department of Public Administration and Management of the Faculty of Law and Economics, S. B. Zhanysbaeva, and the Career and Employment Center conducted career guidance work with graduates of secondary school Gymnasium No. 12 in Taldykorgan. During the meeting, the students were given a direction in choosing a profession. Information was provided on educational programs, the material and technical base of the university, achievements and opportunities created for students.
On 25/04/2025, within the framework of the scientific decade, a round table “Digitalization and automation in Public Administration and Management“ was held at I. Zhansugurov University among 1st—4th year students, organized by the Department of Public Administration and Management of the Faculty of Law and Economics. The event was attended by Daniyar Altybay, Deputy Head of the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs in Zhetysu region, Aliya Zeynekabylovna Kalmanbetova, Head of the Personnel Management Service of the Akim of Zhetysu region, Sania Duisenbievna Nauryzbayeva, Deputy Head of the Social Programs and Employment Department for Zhetysu region, and Zhantekeeva, Deputy Head of the Labor Mobility Center for Zhetysu region. Kamshat Zhumabekovna, Director of the KGP “Jetisu Jastary“— Shamil Duisengazievich Vankeev, Chief Specialist of the Department of Agriculture and Land Relations of the Koksu district of the Zhetysu region — Aksholpan Oralbekovna Iztleuova, Chief specialist of the office of the Akim of the Yenbekshinsky rural district of the Koksu district of the Zhetysu region—Darkhan Kairatovich Kozhanov, as well as Dean of the Faculty of Law and Economics, Doctor of Philosophy (phd) Galym Baygazievich Teleuov and Deputy Dean for Scientific Work Alibek Almazovich Head of the Department of Public Administration and Management, Doctor of Philosophy (PhD)—Syzdykbaeva Nurgul Baisharipovna and the teachers of the department.
On 24.04.2025, career guidance work was conducted at Zhetysu University named after I. Zhansugurov for students of grades 10 of D. Rakishev and No. 4 schools.The Department of Public Administration and Management also took part in the event, which gave students an idea of the profession.
On December 14.12.2024, a charity event was held at the Aynalayyn Orphanage, organized by the Department of Public Administration and Management, Faculty of Law and Economics. Our students sang, danced, and played various games to cheer up the children. They also congratulated the birthday boys and presented the children with gifts that they had specially prepared. In the end, we pleased all the children of the orphanage with New Year’s gifts. We believe that this event will be one of the reasons for the respect, support, empathy and contribution of our students and youth, all children to each other!
On December 04. 12.2024, at the Zhetysu University named after I. Zhansugurov, at the Department of Public Administration and Management of the Faculty of Law and Economics, a meeting was held with the poet, member of the Writers‘ Union of Kazakhstan, chief inspector in the office of Akim of Zhetysu region Kasenova Gulbakyt Toktanovna. The meeting was attended by 1st-4th year students of the specialties of Public and local Administration and Management and the Dean of the Faculty Teleuyev G. B., teachers of the Department of Public Administration and Management. The purpose of the meeting is to promote the comprehensive and harmonious development of students and their personal development. The life and work of Ilyas Zhansugurov were also discussed at this meeting.
On 20.11.2024, the Department of Public Administration and Management of the Faculty of Law and Economics organized and conducted an explanatory seminar on the topic “drugs, tobacco, alcohol or health? Bolat Nurdauletov, a narcologist of the highest category at the Zhetysu Regional Mental Health Center. The seminar was attended by 1st — 4th year students of the faculty. The purpose of the seminar is to give an idea of the harmful effects of narcotic drugs, alcohol consumption and smoking on the young body, as well as the harm that, unfortunately, can lead to later life.
On 13.11.2024, an “Open Doors” Day was held at Zhetysu University named after I. Zhansugurov. Open Day—schoolchildren took a step closer to their dream, saw the achievements and opportunities of Zhetysu University named after I.Zhansugurov to realize their goals.The Faculty of Law and Economics, the Department of Public Administration and Management also took part in this event.
On November 13, 2024, Zhetysu University named after I. Zhansugurov, Department of Public Administration and Management, Faculty of Law and Economics, held a meeting with Zhumatai Ospanovich Amreev, editor–in-chief of Zhetysu newspaper, on the topic: “Native language is the key to deep knowledge and educational upbringing.“ The meeting was attended by the faculty of the Department of Public Administration and Management, students of 1-4 courses of Public Administration, Management and university activists.The purpose of the meeting, the future of our country, is to encourage young people to national consciousness, language and values, national upbringing, and education.
In order to conduct career guidance on 08/11/2024, teachers of Zhetysu University named after I. Zhansugurov, Faculty of Law and Economics, Department of Public Administration and Management Tolamisova A. G., Kenzhasarova A.M., Zhanysbayeva S. B. held a meeting with graduates of secondary school gymnasium No. 14 in Taldykorgan. The purpose of the event was to give students an idea of their profession, identify plans, provide support, and master the intricacies of choosing a profession.
On November 07, 2024, teachers of the Faculty of Law and Economics, Department of Public Administration and Management Zhanysbaeva S. B. and Kenzhasarova A.M. conducted career guidance work with graduates of secondary school No. 15. Taldykorgan, .During the meeting, the students were informed about the possibilities of referral in choosing a profession and subsequent employment in their chosen specialties.Information was provided on educational programs, the material and technical base of the university, achievements and opportunities created for students.
On November 06, 2024, Smagulova S. was appointed head of the Career and Employment Center of Zhetysu University named after I. Zhansugurov. And the head of the Department of Public Administration and Management of the Faculty of Law and Economics, N.B. Syzdykbaeva, conducted career guidance work at the Innoverse Taldykorgan private school.The event was attended by school graduates who choose each industry. During the event, the educational programs of each faculty, new double-degree educational programs, academic mobility, multilingual education, research projects, military department and active student life were announced.They also noted that Kazakh and foreign diplomas will be awarded to students who have successfully completed their studies under the double-degree program.Videos about the university were shown, gifts and brochures with the university‘s logo were distributed.
On 05.11.2024, the head of the Department of Public Administration and Management, Nurgul Baysharipovna Syzdykbaeva, and the teacher, Raykhan Kundashovna Turysbekova, conducted career guidance work with 11th grade students of secondary school No. 4 and secondary school No. 8 named after N.Ostrovsky in Taldykorgan. During the meeting, students were given guidance in choosing a profession and provided with detailed information about educational programs, achievements and university opportunities for students.
On November 06, 2024, at Zhetysu University named after I.Zhansugurov, the Department of Public Administration and Management organized a guest lecture with the chief specialists of the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs in Zhetysu region Sharipova Bakytgul Kydyrbekovna and Rakhimbekova Aitkin Dastanovna and students of 1-4 courses of educational programs of public administration and management on the topic of admission to public service.
On October 30, 2024, the Department of Public Administration and Management of Faculty of Law and Economics at Zhetysu University named after I. Zhansugurov organized a meeting with Kanat Muratovich, a religious studies expert and psychologist from the “Zhetysu Regional Center for the Study and Rehabilitation of Religious Issues” on the topic “Ludomania is a disease of society”. The event was attended by students of the educational programs “State and Local Governance” and “Management”, covering courses from the 1st to the 4th year.
On October 23, 2024, an open lecture was held for second-year students on the “State and Local Governance” educational program (Group MZHBK 211) by the Head of the Civil Service Department, Samgat B. Tarak, with the support of the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs in the Zhetysu region and the Department of Public Administration and Management of Zhetysu University named after I.Zhansugurov.
The lecture, titled “Document Flow Management of Government Organizations, Case Nomenclature”, focused on information in accordance with the legislation on the approval of Standard Rules for Documenting and Managing Documentation in Government and Non-Government Organizations. Additionally, it emphasized to the young future civil servants that the Civil Service is not only about administrative procedures; above all, it is about understanding that a civil servant bears responsibility to society, upholds the law, and follows order. The Dean of the Faculty of Law and Economics, G.B. Teleuev, and faculty members also participated in the lecture.
On 04.10.2024, students of the 4th year group of the management educational program, in honor of the teacher’s day, held an event to congratulate the teaching staff of the Department of Public Administration and management and the staff of the dean’s office on the holiday.
On October 02, 2024, in groups of State educational institution – 111, 211, 311 and state educational institution – 111, 211, following the Educational Course “National Education – the future of the nation”, an educational hour was held on the topic “traditions and customs of the Kazakh people”. The purpose of the educational hour: to expand students ‘ ideas about folk traditions. Explain the continuity of the moral qualities of the Kazakh people with the traditions and customs of the people; instill traditions and Customs that are of educational value.
On September 18, 2024, the Zhetysu university named after I. Zhansugurov, organized by the Department of Public Administration and management of the Faculty of law and Economics, held an online lecture “my success is my result” with the deputy of the Senate of the Parliament of the Republic of Kazakhstan Tolamisov Amangeldy Gabdylkarimovich. The lecture was attended by the teaching staff of the Faculty of law and economics and students of the specialties of State and local government, management, jurisprudence, International Law, Law Enforcement.
On February 27,2024, students of the Department of Public Administration and management, students and group leaders of groups sve 111, sve 111, sve 211, sve 311, sve 311, sve 311 visited the “baby House” located in Taldykorgan, in the Garyshker microdistrict, with a charity event “the happiest person who managed to give joy to others”. Unfortunately, due to the limited number of people allowed to enter, 2 group leaders and 2-3 students from each group went.With the funds raised, the children received gifts, danced, played with them, and spent time interesting and useful.When we returned, some of our children did not want to let go of the students and wept when they said goodbye.We believe that our charity event” the happiest person who can bring joy to others ” was useful for students in education and training. The key ideas raised at the 5th National Kurultai are aimed at fostering meaningful change in society. The principle of “Law and Order” serves as a foundation for public trust and stability. These values are closely interconnected and contribute to the development of a strong sense of civic responsibility. The initiatives voiced at the National Kurultai call for active public engagement. Young people should make these ideological principles part of their personal values and contribute to the development of the country through their actions. The future lies in the hands of a conscious, honest, and responsible generation.
In line with these principles, an online meeting entitled “Law and Order: The National Kurultai and the Civic Responsibility of Young People” was held on 26 January 2026 at I. Zhansugurov Zhetysu University, featuring Amanzheldy Gabdylkarimuly Yesbay, a member of the Senate of the Parliament of the Republic of Kazakhstan.
The event was organised by Madina Murzakulkyzy Alekbayeva, Deputy Dean for Educational Affairs of the Faculty of Law and Economics, in collaboration with the Department of Public Administration and Management.

On 27 January 2026, a master class entitled “Innovations in the Civil Service: The New Civil Service Recruitment System” was held at I. Zhansugurov Zhetysu University, organised by the Department of Public Administration and Management of the Faculty of Law and Economics.
The speakers were Aigul Tolegenovna Dosybayeva, Head of the Civil Service Department at the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs in the Zhetysu Region, and Elmira Shakirtovna Dzhirgalbayeva, Chief Inspector of the Foreign Relations and Protocol Events Division of the Office of the Akim of the Zhetysu Region.
The event was attended by G. B. Teleuov, Dean of the Faculty of Law and Economics, faculty members, and students enrolled in the “State and Local Government” and “Management” educational programmes.
The discussion focused on the professionalisation of the public administration system and enhancing transparency in the civil service. Particular attention was paid to the new civil service recruitment system, which is being fully digitised, with applications submitted online through the e-Qyzmet platform.
It was emphasised that meritocracy is the fundamental principle of the selection process and that recruitment decisions are based on candidates’ knowledge, competencies, and professional experience.
The speakers highlighted that these reforms are intended to improve the efficiency of the civil service, attract qualified professionals, and enhance the quality of public services provided to citizens.
On 30 January 2026, a guest lecture entitled “Civil Service: Present and Future” was held at I. Zhansugurov Zhetysu University, organised by the Department of Public Administration and Management of the Faculty of Law and Economics.
The lecture was delivered by Samgat Baglanuly Tarak, Chief Inspector of the Human Resources Management Service at the Office of the Akim of the Zhetysu Region.
The event was attended by the faculty members of the Department of Public Administration and Management, as well as students enrolled in the “State and Local Government” and “Management” educational programmes.
The guest lecture provided participants with an opportunity to gain a deeper understanding of current trends in civil service development and its future priorities. The discussion covered key issues related to the modernisation of public administration, digitalisation, the improvement of human resources policies, and the enhancement of civil servants’ professional and ethical responsibility.
On 6 February 2026, a seminar entitled “The ‘Adal Azamat’ Concept: National Values” was held at I. Zhansugurov Zhetysu University, organised by the Department of Public Administration and Management of the Faculty of Law and Economics.
The seminar was led by Gulbakyt Toktanovna Kassenova, Chief Inspector at the Office of the Akim of the Zhetysu Region.
The event was attended by faculty members of the Department of Public Administration and Management, as well as students enrolled in the “State and Local Government” and “Management” educational programmes.
During the seminar, participants discussed the essence and significance of the “Adal Azamat” concept and highlighted the role of key values such as honesty, responsibility, diligence, and justice in society.
The importance of preserving and promoting national values, fostering patriotism, and developing civic awareness was also emphasised.
The seminar aimed to enhance young people’s civic engagement and contribute to the development of conscious and responsible citizens.

In accordance with the academic calendar, starting from 12 January 2026, students of group MZHBQ 411 enrolled in the “6B04102 – State and Local Government” educational programme at the Faculty of Law and Economics are undertaking their practical training at the following institutions:
Preliminary agreements on the organisation of professional practice have been concluded with the above-mentioned institutions.
During their practical training, students consolidate and enhance the theoretical knowledge acquired at the university through hands-on experience in the region’s public institutions. Comprehensive methodological support is provided by the practice supervisors from the Department of Public Administration and Management, as well as by the supervisors appointed at the respective host institutions.
On 29 April 2026, fourth-year students enrolled in the “6B04102 – State and Local Government” educational programme at the Department of Public Administration and Management defended their reports on the professional internship completed from 12 January to 25 April 2026.
Eleven students majoring in State and Local Government undertook their professional internships at the following institutions:
During the defence of their reports, students shared the knowledge and practical experience they had gained and demonstrated their professional competencies. Some students received recommendations for employment. At the next stage, they will take the required test to qualify for positions in the civil service.
