history of the Department

The Department of Public Administration and Management has a long history of formation and development. In 1996, based on the Department of Political Economy and Philosophy, the Department of Economics and Management was created. In 2002, two new departments were established on the basis of the Department of Economics and Management: the Department of Economics and Law, and the Department of Accounting and Finance. In 2010, a new Department of Public Administration and Management was formed.

      Since the creation of the department, teachers have been actively involved in various competitions, projects, programs in the field of economics and management, in the development of a number of scientific and practical projects in the field of economics and management, they study and use modern methods and forms of education.

EDUCATIONAL AND METHODOLOGICAL ACTIVITIES
          The educational and methodological work of the department is carried out through educational and methodological seminars, syllabus development, publication of educational and methodological literature, conducting open classes, mutual visits to classes by faculty members, and professional development of the academic staff.

      According to the curriculum, Executive MBA students have internships at partner universities abroad every year. For instance, from April 15 to April 28, 2024, Executive MBA students of the educational programs “Strategic Management”, “Management in Health Care”, “Management in Legal Practice”, and “Management in Education” completed training in “Fundamentals of Marketing Management” at the State University of Management (Moscow, Russian Federation).

      From January 8 to January 12, 2024, fourth-year students of the educational program 6B04102 – “State and Local Governance” underwent training in the program “Young Public Servants School” at the Academy of Public Administration under the President of the Republic of Kazakhstan and received certificates.

      The educational process involves employers. Since 2022, the department has closely cooperated with the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs in the Zhetysu region.

       For example, during the 2022-2023 academic year, the head of the     Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs in the Zhetysu region and the Chairman of the Ethics Council, Kobylan Manap, conducted classes for students of the  program 6B04102 – “State and Local Governance.

       Classes for full-time students in the 2023-2024 and 2024-2025 academic years are conducted by Samgat Baglanuly Tarak, Head of the Civil Service Department of the Agency for Civil Service Affairs of the Republic of Kazakhstan in the Zhetysu region.

       Aditionally, colleagues from other educational institutions are involved within the framework of virtual internal and external academic mobility programs. For instance, from October 23, 2023, to November 25, 2023, Natalia Valentinovna Koshkina, Master of Economic Sciences and Senior Lecturer at Almaty Management University, conducted classes for students of the educational program 6B04109 – “Information Resources Management” on the discipline “Project Management.”
        From November 6, 2023, to November 30, 2023, Doctor of Economic Sciences and Professor of the Kyrgyz-Russian Slavic University named after B.N. Yeltsin, Natalia Anatolievna Brovko, conducted classes on “Strategic Management” for students of the educational program 6B04102 – “State and Local Governance.”
       For Executive MBA programs, the following academic staff was involved in conducting classes:

       Methodological seminars are also conducted with the participation of practitioners. For example, on December 14, 2023, business trainer, professional strategic coach, and NLP practitioner Aizhan Abdimutalipovna Nasibullina held an online seminar on “Group Dynamics and Methods of Managing Group Dynamics”.

        Academic staff of the Department continuously enhances their qualifications in the disciplines they teach. In 2023 and 2024, the department’s academic staff completed professional development courses on the following topics:

  • Management;
  • Management in Education and Science;
  • Organization of Research Activities and International Cooperation;
  • Modern Approaches to Management: Applying Relevant Theories and Practices in Management;

Research activities
       Scientific activities within the department are carried out through scientific and methodological seminars, student problem-solving clubs, discussions of master’s theses, participation in conferences, and involvement in projects and grants funded by the Ministry of Education of the Republic of Kazakhstan and international organizations.
     The main direction of the department’s research activities is the Prospects for Sustainable Development of the Republic of Kazakhstan.

      From May 6 to May 13, 2024, members of the research group from Zhetysu University named after I. Zhansugurov, including D. A. Kaldiyarov, S. S. Zhakipbekova, D. Nurmukhankyzy, A. E. Bedelbayeva, and M. A. Schmidt, made a working visit to the University of Tsukuba (Japan). During their stay, discussions focused on organizing the educational process for different categories of students, the experience of Japanese universities in providing the necessary infrastructure for education, and potential partnership opportunities with the University of Tsukuba.

        On January 23, 2024, at Al-Farabi Kazakh National University, the National Academy of Sciences of Kazakhstan held a meeting with young scientists from across the country. The event was attended by the Minister of Science and Higher Education of Kazakhstan, Sayasat Nurbek, President of the National Academy of Sciences, Akylbek Kurishbayev, Chairman of the Board and Rector of Al-Farabi Kazakh National University, Zhanseit Tuimebayev, along with young scientists from various institutions. Representing Zhetysu University was the chairperson of the University’s Young Scientists Council, Olesya Vitalyevna Lemeshchenko.

      On October 14, 2023, a meeting was held between faculty members and students of the Higher School of Law and Economics with professors from the University of Nebraska-Lincoln, as part of the project “Modernization of Educational Programs for Agribusiness Development in Kazakhstan.” The project is sponsored by the U.S. Embassy in Kazakhstan. The main goals of the project are to foster partnerships between U.S. and Kazakhstani universities and facilitate the transfer of knowledge related to agribusiness. Professor Andrew Zimbroff, Chairman and Coordinator of the project from the University of Nebraska-Lincoln, and Brennan Costello, a business engagement specialist, presented the education process at the University of Nebraska-Lincoln and delivered a lecture from the ENGLER program on agribusiness entrepreneurship development (https://engler.unl.edu/).

       Chairperson of the Board and Head of the Rector’s Office, Danya Nurmukhanova, along with Doctor of Economic Sciences and Professor of the Department of Public Administration and Management, Daniyar Altaevich Kaldiyarov, undertook a research internship at Lund University from April 1 to May 31, 2023, as invited researchers at the Department of Sociology of Law. The project “Central Asian Law: Legal Cultures and Business Environments in Central Asia” is a 4-year research and training project funded by the European Commission’s H2020 MSCA-RISE program (project number 870647), running from January 3, 2020, to February 2024. The project aims to generate new knowledge and political understanding of the relationships between legal culture, governance, and business environments in Central Asia. The project is based at Lund University (Sweden) in collaboration with 14 academic institutions from 11 countries in Europe and Central Asia.

ACADEMIC MOBILITY

       Academic mobility refers to the movement of students or faculty-researchers for a specified academic period (including internships or industrial practices), typically a semester or an academic year, to another higher education institution (either domestically or abroad) for studies or research, with mandatory transfer and credit recognition in their home institution.
      For any modern university, collaboration with other foreign and domestic universities is crucial. This is a key indicator of its reputation, popularity, and attractiveness to prospective students. It is also a natural consequence of internationalization and globalization processes affecting all areas of human activity, including higher education. Integration of universities is a major trend in modern higher education.
     To ensure the mutual accessibility of education systems in various countries of Kazakhstan and Europe, the Department of Public Administration and Management collaborates with foreign universities, including the Institute of Economics at Xinjiang University (China), Fatih University (Turkey), G.V. Korfanty University (Poland), Omsk Humanitarian Academy (Russia), the Academy of Public Administration under the President of the Kyrgyz Republic (Kyrgyzstan), and Altai Economic University (Russia).

 

 

 

        In the 2023-2024 academic year, as part of the external virtual academic mobility program from November 6 to November 30, 2023, Doctor of Economic Sciences, Professor of the Kyrgyz-Russian Slavic University named after B. N. Yeltsin, Natalia Anatolyevna Brovko, conducted classes for students of the 6B04102 ” State and Local Governance” educational program on the discipline “Strategic Management” via Zoom. The students were introduced to the most effective methods and tools for developing, testing, and implementing strategies. Elements of systemic, intuitive, analytical, scenario, and critical thinking were practiced.

        In the 2023-2024 academic year, as part of the internal virtual academic mobility program from October 23 to November 25, 2023, Master of Economics, Senior Lecturer at Almaty Management University, Natalia Valentinovna Koshkina, conducted classes for students of the 6B04109 “Information Resource Management” educational program on the discipline “Project Management” via Zoom.

       From October 12, 2020, to November 28, 2020, as part of the external academic mobility program, Doctor of Economic Sciences and Professor of the Kyrgyz-Russian Slavic University, Natalia Anatolyevna Brovko, was invited to conduct courses on the following disciplines:

  • “Innovative Management” for 3rd-year students of the 5B050700 – “Management” program;
  • “Economic Policy in Small and Medium Enterprises” for 2nd-year master’s students in the 7M04102 – “State and Local Governance” program.

    In the 2020-2021 academic year, from January 18 to May 22, 2021, 2nd-year students from Karaganda University named after academician E. A. Buketov were enrolled in the ” State and Local Governance” program for one academic semester under the “Window of Academic Mobility” program using distance learning technologies:

       As part of the student exchange program, 2nd-year students of the “State and Local Governance” specialty were sent to the Kyrgyz-Russian Slavic University named after B. Yeltsin (Bishkek, Kyrgyz Republic) for virtual education from February 8, 2021, to June 30, 2021, during the 2020-2021 academic semester:

  1. Zhetpisbai Nazereke Dastanovna;
  2. Imangabasova Zarina Bolatbekovna;
  3. Baltabekov Arlan Arnaevich.
 
Social and educational activities

        The educational work of the department in the field of management and public administration is carried out in accordance with the educational work plan. In order to carry out constant educational work throughout the academic period, the curators and advisors of the Department in the field of management and public administration conduct organizational, methodological and consulting work with students aimed at assisting in the development of educational programs.

    On October 30, 2024, the Department of Public Administration and Management of Faculty of Law and Economics at Zhetysu University named after I. Zhansugurov organized a meeting with Kanat Muratovich, a religious studies expert and psychologist from the “Zhetysu Regional Center for the Study and Rehabilitation of Religious Issues” on the topic “Ludomania is a disease of society”. The event was attended by students of the educational programs “State and Local Governance” and “Management”, covering courses from the 1st to the 4th year.

       On October 23, 2024, an open lecture was held for second-year students on the “State and Local Governance” educational program (Group MZHBK 211) by the Head of the Civil Service Department, Samgat B. Tarak, with the support of the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs in the Zhetysu region and the Department of Public Administration and Management of Zhetysu University named after I.Zhansugurov.
        The lecture, titled “Document Flow Management of Government Organizations, Case Nomenclature”, focused on information in accordance with the legislation on the approval of Standard Rules for Documenting and Managing Documentation in Government and Non-Government Organizations. Additionally, it emphasized to the young future civil servants that the Civil Service is not only about administrative procedures; above all, it is about understanding that a civil servant bears responsibility to society, upholds the law, and follows order. The Dean of the Faculty of Law and Economics, G.B. Teleuev, and faculty members also participated in the lecture.

       On 04.10.2024, students of the 4th year group of the management educational program, in honor of the teacher’s day, held an event to congratulate the teaching staff of the Department of Public Administration and management and the staff of the dean’s office on the holiday.

        On October 02, 2024, in groups of State educational institution – 111, 211, 311 and state educational institution – 111, 211, following the Educational Course “National Education – the future of the nation”, an educational hour was held on the topic “traditions and customs of the Kazakh people”. The purpose of the educational hour: to expand students ‘ ideas about folk traditions. Explain the continuity of the moral qualities of the Kazakh people with the traditions and customs of the people; instill traditions and Customs that are of educational value.

      On September 18, 2024, the Zhetysu university named after I. Zhansugurov, organized by the Department of Public Administration and management of the Faculty of law and Economics, held an online lecture “my success is my result” with the deputy of the Senate of the Parliament of the Republic of Kazakhstan Tolamisov Amangeldy Gabdylkarimovich. The lecture was attended by the teaching staff of the Faculty of law and economics and students of the specialties of State and local government, management, jurisprudence, International Law, Law Enforcement.

     On February 27,2024, students of the Department of Public Administration and management, students and group leaders of groups sve 111, sve 111, sve 211, sve 311, sve 311, sve 311 visited the “baby House” located in Taldykorgan, in the Garyshker microdistrict, with a charity event “the happiest person who managed to give joy to others”. Unfortunately, due to the limited number of people allowed to enter, 2 group leaders and 2-3 students from each group went.With the funds raised, the children received gifts, danced, played with them, and spent time interesting and useful.When we returned, some of our children did not want to let go of the students and wept when they said goodbye.We believe that our charity event” the happiest person who can bring joy to others ” was useful for students in education and training. The Kazakhs say that they did not make their orphans and widows cry. We hope that our children will have a bright future if they face a difficult test in childhood. Syzdykbyeva Nurgul - Doctor of Philosophy (PhD), received a certificate for participating in a seminar aimed at training instructor-trainers for the course “Improving Financial Literacy of Students and Pupils” within the framework of the "Debt-Free Society" project, which lasted 36 hours.
