The department "Public Administration and Management" has its own history of formation and development. Since 1996, on the basis of the Department of Political Economy and Philosophy, the Department of Economics and Management was created. In 2002, on the basis of the Department of Economics and Management, two new departments were created - the Department of Economics and Law, the Department of Accounting and Finance. In 2010, a new Department of Public Administration and Management was established.
Since the creation of the department, teachers have been actively involved in various competitions, projects, programs in the field of economics and management, in the development of a number of scientific and practical projects in the field of economics and management, they study and use modern methods and forms of education.

The educational and methodological work of the OP is implemented in the form of educational and methodological seminars, the development of syllabuses, the release of educational and methodological literature, the conduct of open training sessions.
07.02.2020 senior lecturer, Master Bekmetova A.K. held a methodological seminar on the topic “Innovative teaching methods as ways to activate the mental activity of students.”
On 26.02.2020, students of the specialty “state and local administration” took part in the regular session of the maslikhat of Taldykorgan as part of the implementation of the practice orientation of the OP. Students got acquainted with the practical implementation of theoretical questions on the organization of maslikhat activities.
On 28.02.2020, senior lecturer of the Department of Public Administration and Management of the Faculty of Law and Economics Ayazhanova M.K., together with a representative of the Department of Internal State Audit Baybukshaev O.S., as part of the teaching week at the faculty, an open lesson on the discipline “Public procurement Management” was held with 3rd year students of the specialty 6B04102 – “Public Administration and Management” on the topic “Commissions for placing orders and their functions”.

18.01.2021 G. Baizakov D. Zh. - Chief Specialist of the Civil Service Department of the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs in the Almaty region held an explanatory seminar on the rules of holding competitions for holding administrative public positions with students of the OP "State and Local Government". The students were interested to hear from the speaker his personal motives for becoming a civil servant, as well as professional examples from his work.

On 17.02.2021, a meeting of the members of the project group of the OP "State and Local Government" was held together with the Project Office for Updating Educational Programs. The Department of Public Administration and Management pays special attention to the involvement of employers in the development of educational programs, moreover, the Employers ' Council at the Faculty of Law and Economics is successfully functioning.

The project group of the State and Local Administration OP includes consultants-employers: Imangalieva Zh. A. - head of the Civil Service Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs in the Almaty region, Baizakov D. Zh. - chief specialist of the Civil Service Department of the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs in the Almaty region and leading teachers of the department and undergraduate and graduate students At the meeting, the content of the educational program was discussed, and employers offered courses for inclusion in the OP. The key competencies of the future graduate are identified, the problems of employment in the civil service are considered. The study of the opinion of employers about the quality of training of specialists is also carried out in the process of passing students and undergraduates of industrial practice.
Scientific activities in the field of education are implemented in the form of scientific and methodological seminars, the work of problem circles, discussions of master’s theses, participation and speeches at conferences, participation in projects and grants funded by the Ministry of Education of the Republic of Kazakhstan and international organizations.
From 2018-2020, Kydyrbaeva E.O. took part in the implementation of the project “Production of sanitary products from innovative composite material” as a specialist in commercialization, funded by the Ministry of Education and Science of the Republic of Kazakhstan and the World Bank. No. ARR -JRG-17/0160F, a group of junior researchers (GMNS).

According to the scientific research of the OP, the problem groups “Manager” and “Marketing” work. The issues and problems discussed at the meetings of the circles and problem groups are consonant with the scientific research of the department. The results of research of students and undergraduates are tested in seminars, conferences, published in collections of materials.
The main direction of the research activity of the teaching staff of the OP – Prospects of sustainable development of the Republic of Kazakhstan.
Over the past 3 years, more than 115 scientific articles have been published in international and republican scientific journals on the studied problems. The number of publications and articles with an impact factor increases annually.
Academic mobility is the transfer of students or research teachers for a certain academic period (including academic or industrial practice), usually a semester or an academic year, to another higher educational institution (within the country or abroad) for study or research, with mandatory transfer of mastered educational programs in the form of credits at their university in accordance with the established procedure.
To ensure mutual accessibility of education systems in Kazakhstan and various European countries, the Department of Public Administration and Management cooperates with foreign universities: the Institute of Economics of Shynzhan University (PRC), Fatih University (Turkey), Upper Silesian Economic University named after V.Korfantogo (Poland), Omsk Humanitarian Academy (RF), Academy of Public Administration under the President of the Kyrgyz Republic (KR), Altai University of Economics (RF).
For any modern university, such a point as cooperation with other universities, both foreign and domestic, is important. This item is an indicator of its image, popularity and attractiveness for applicants, and is also a natural consequence of the processes of internationalization and globalization affecting all spheres of human activity, including higher education. Integration of universities is a key trend of modern higher education.
In order to implement internal academic mobility for 3rd-year students of the OP “State and Local Government” from 14.01.2020 to 27.04.2020. he gave a course of lectures and conducted seminars on the discipline “Municipal management” Doctor of Economics, Professor of the Almaty branch of the Academy of Public Administration under the President of the Republic of Kazakhstan Sharipov Askar Kalievich.
In the period from 12.10.2020 to 11.28.2020, in order to implement external academic mobility, Natalia A. Brovko, Doctor of Economics, Professor of the Kyrgyz-Russian Slavic University, was invited (Brovko Natalia). Conducted courses in the following disciplines:
1. “Innovative management” for 3rd year students of specialty 5B050700 – “Management”
2. “Economic policy in small and medium-sized businesses” for 2nd year undergraduates of specialty 7M04102 – “State and local government”.
In the 2020-2021 academic year, in the period from 18.01-22.05.2021, students of the 2nd year of the Karaganda University named after Academician E.A.Buketov were enrolled in the specialty “State and Local Administration” for one academic semester under the program “Window of Academic Mobility” using distance learning technologies: Tungyshbek Arman Meiramuly, Salkhimbayeva Elmira Tuligenkyzy, Muratova Saltanat Muratkyzy, Bagyntaev Miras Armanuly.
From 08.02-30.06.2021, within the framework of the Academic Mobility Window program, 2nd-year students of the specialty “state and Local administration” Zhetpisbai Nazerke Dastankyzy, Imangabasova Zarina Bolatbekkyzy, Baltabekov Arlan Arnaievich were sent to study in a virtual format at the Kyrgyz-Russian Slavic University named after B. Yeltsin (Bishkek, Kyrgyz Republic).
Educational work of the OP in the field of management and public administration is carried out in accordance with the plan for educational work. In order to carry out constant educational work during the entire academic period, curators and advisors of the OP in the field of management and public administration conduct organizational, methodological and consulting work with students aimed at assisting in the development of educational programs.
On November 9, 2019, a curatorial hour “Corruption has no place in our lives” was held. Objective: to form an anti-corruption worldview among students, which allows them to consciously abandon the practice of corrupt behavior. Tasks: to introduce the phenomenon of corruption: the essence, causes, consequences; to demonstrate the possibilities of fighting corruption.
On November 14, 2019, at the Faculty of Law and Economics, the Department of Public Administration and Management within the framework of the Rukhani Zhangyru program held an open educational lesson on the topic: “Otan – otbasynan bastalady”. The purpose of the event is to foster patriotism, love for the Motherland, for family values, which are the basis of spiritual development. The meeting was attended by Deputy editor-in-chief of the regional newspaper “Zhetysu” Zhumatai Ospanovich and religious expert of the Almaty Regional Service for Religious Affairs Kanat Maratovich.
On February 10, 2020, an OP in the field of management and public administration, an event was organized on the topic: “Healthy generation – a bright future” with students of dormitory No. 2. The main purpose of which is the prevention of major infectious diseases, in particular the prevention of “Coronavirus”. The paramedic of the building No. 3 Ramazanova Albina Baigalievna was present at the meeting.
Turdash Madina became the winner of the youth award of the Akim of Almaty region " Koshbashy-2020 "in the nomination"Best Student".
